On November 28-29,2019, CACDA and International Committee of the Red Cross (ICRC) co-organized a Digital Developments and Armed Conflicts seminar in Beijing. Secretary-General Li Chijiang and Jacques Pellet, Head of Regional Delegation for East Asia, ICRC made opening remarks. Qian Lihua, Vice president of CACDA and Wang Lei, Coordinator for Cyber Affairs, Ministry of Foreign Affairs delivered keynote speeches at the opening session. Over 50 officials, experts and scholars attended seminar, including representatives from ICRC, Chinese foreign ministry, Foreign Affairs Committee of the National People’s Congress, Chinese Academy of Social Sciences, National Defense University, Academy of Military Science, China Institute of Contemporary International Relations, etc. Embassy officials from EU, Russian Federation, Pakistan, Australia, UK and Switzerland attended seminar. The seminar’s topics included the legal review of new weapons, the development of digital technology and humanitarian action, cyber and international humanitarian law, artificial intelligence and armed conflicts. Participants had in-depth discussion on international norms building, policy practices, legal applications, and called on an international efforts to effectively control of military risks with the developments of digital technology.
