President Zhang Yan submitted a written statement to the NPT Review Conference

On August 1, 2022, the Tenth Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) (hereinafter referred to as the Treaty) opened at the UN Headquarters in New York. On behalf of China Arms Control and Disarmament Association, President Zhang Yan submitted a written statement during the General debate of the Review Conference.

In the statement, President Zhang Yan pointed out that the NPT faces many severe challenges under rapid changing international security situation. The international community should take the Review Conference as an opportunity to call on States Parties to take effective actions, to jointly safeguard the authority and effectiveness of the NPT.

President Zhang Yan pointed out that the CACDA welcomes the extension of the New START Treaty, and hoped the U.S. and Russia will continue to fulfill their special responsibility in the nuclear disarmament and significantly reduce their nuclear weapons, so as to create necessary conditions for other nuclear weapon states to join the nuclear disarmament process. The CACDA appreciates the latest progress of the P5 cooperation mechanism and its dialogues with civil society, and looked forward to further dialogue among the P5 on global strategic stability and nuclear policy, so as to reach consensus on policies such as “reducing the role of nuclear weapons” and “no first use of nuclear weapons”. The CACDA hopes the nuclear weapon states will abide by the “moratorium on nuclear tests” and support the early entry into force of the CTBT.

President Zhang Yan pointed out that the CACDA has serious concerns on AUKUS cooperation of nuclear submarines, and urge three countries to immediately stop the relevant program, in order to eliminate the nuclear proliferation risks. The CACDA supports the continued discussion of the IAEA Board of Governors on “Transfer of nuclear materials in the context of AUKUS and its safeguards in all aspects under the NPT”, and urge this Conference and other multilateral fora to seriously address the issue. The CACDA recently issued a research report on the nuclear proliferation risk of AUKUS nuclear submarines collaboration and hope it will contribute to relevant discussion.

President Zhang Yan stressed that the U.S.’s withdraw from the JCPOA is the root cause of setback of the Iranian nuclear issue. The U.S. should lift the unilateral sanctions against Iran and the “long arm jurisdiction” over third parties, so as to create condition for the progress of relevant negotiation. The CACDA believes that the peaceful uses of nuclear energy is crucial to the sustainable development of all States Parties. We urge few countries to abandon discriminatory practices and double standards, and stop abusing export control.

The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) entered into force in 1970 with the main objectives of preventing the proliferation of nuclear weapons, advancing nuclear disarmament and promoting peaceful uses of nuclear energy. The  (军控协会)
