China has exercised the utmost restraint on the scale and development of its nuclear weapons. For instance, it conducted the smallest number of nuclear tests among the five nuclear-weapon states. China has never taken part and will never take part in any nuclear arms race，with no intention to seek parity in quantity with other nuclear powers. Unlike all other nuclear weapon states, China has never intended to use its nuclear capability to make up for inefficiency of conventional capabilities vs other world powers. And thanks to the insistence of this policy, China has reduced the nuclear element to the minimum in its relations with other nuclear states, avoiding a possible nuclear arms race, and contributing to the global strategic stability at large.”
