2) Nuclear Disarmament is always a key factor to the success of the review. In this sense, the continuing US-Russia reduction including the discussion on the reduction of tactic and strategic, deployed and undeployed nuclear weapons will create a positive atmosphere for the next round review. Progress on the on-going P5 dialogue on nuclear disarmament related issue will also bring positive energy to the Review process.
3) As regional nuclear nonproliferation issues are still hard to find solution, the issue of strengthening the IAEA safeguards and the handling of withdraw Article of the NPT will be key issues to the next RevCon. These two issues both need careful coordination and preparation before the RevCon. The international community should work harder now to accumulate common understanding on these issues. In my view, endorsing the Additional Protocol as the new standards for IAEA inspection should be the priority for the Review. The AP is not adding extra commitment to the member states, but to adapt the verification system to the technology development. Raising the threshold or price for withdraw from the NPT is also in the interests of the nonproliferation and should be pursued more rigorously. But keeping outside the NPT regime is at large while withdraw from it will face UNSC integration would not be an appropriate solution for the issue.
4) Complete ban and thorough destruction of all nuclear weapons is the ultimatum objective of nuclear disarmament. A Nuclear Weapons Ban Convention would best serve this purpose. But nuclear weapons are still playing visible role in the world. Banning it through a gradual way would be more realistic. In this sense, I think it is worth of explore the first step by limiting or banning the use of nuclear weapons. If we could ban on the use or threat of using it, the world would be much secure. A legally binding ban on the use or threat of use would also make the nuclear weapons lose the attraction for proliferation.
Last, but not least, the Middle-East WMD Free zone would be one of the most crucial issues for the upcoming 2015 RevCon. It is still not too late to convene a conference promptly to discuss the issue as requested by the 2010 RevCon. P5 have special responsibilities to get all relevant parties on board and push for substantial discussion on all related subjects.
I think if some progress could be made on above issues, the 2015 RevCon would be ensued for modest success. With the PropCon continuing, the international community should set priorities in their agenda and work jointly for a well prepared RevCon.
As a representative from the Chinese NGO, my Association and myself are working arduously on promoting all the three pillars of the NPT. We are promoting public awareness and participation on the nuclear policy debate in China. We are also positively engaging in international exchange on nuclear disarmament, nonproliferation and peaceful as well as responsible uses of nuclear energy. We had circulated a working paper on no-first use of nuclear weapons to the 2010 RevCon. We are advancing the research and would bring our new contribution to the 2015 Revcon. We will be pleased to build ties and hold hands with other international institutes and NGOs to advance the spirit and provisions of the NPT.
