
On January 8, 2026, the China Arms Control and Disarmament Association (CACDA) and the China Institute of Nuclear Industry Strategy (CINIS) jointly released a research report entitled Nuclear Ambitions of Japan’s Right-Wing Forces: A Serious Threat to World Peace in Beijing, call on the international community to be on high alert against the expanding nuclear ambitions of Japan’s right-wing forces, to thwart any dangerous attempt to revive Japanese militarism, and to jointly safeguard the postwar international order and the international nuclear non-proliferation regime.
Mr. Dai Huaicheng, Secretary-General of CACDA, and Mr. Luo Qingping, Chairman of CINIS, attended the event and delivered remarks. More than 80 experts and scholars from institutions including the China Institute of International Studies (CIIS), China Institutes of Contemporary International Relations (CICIR), China Academy of Engineering Physics (CAEP), China Institute of Atomic Energy (CIAE), Tsinghua University, Peking University, China Foreign Affairs University (CFAU), as well as representatives from domestic and foreign media attended.
Mr. Dai Huaicheng said that the year 2025 marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. As a defeated state in World War II and a non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Japan must fully abide by the provisions of not to manufacture or acquire nuclear weapons, and not to receive whatsoever transfer of nuclear weapons or control over such weapons. However, recent months have seen a number of dangerous attempts—Japanese Prime Minister Sanae Takaichi has been implying the possibility of quitting the three non-nuclear principles, and a senior Japanese official has even floated the idea of owning nuclear weapons. These dangerous attempts, closely aligned with the inflated ambitions to break free from international order, revive militarism and speed up re-militarization, are by no means isolated incidents or personal view. Rather, they are the result of long-standing, carefully orchestrated efforts by Japan’s right-wing forces, which send an extremely dangerous signal. Dai noted that this research report aims to present the international community with a comprehensive and fact-based assessment, to encourage collective vigilance and concerted efforts to curb the nuclear ambitions of Japan’s right-wing forces, and to jointly safeguard the international peace and security.
Mr. Luo Qingping emphasized that the international nuclear non-proliferation regime is an important part of the post-war international order. Japan’s right-wing forces attempt to revise the three non-nuclear principles and even advocate possessing nuclear weapons, which gravely challenges the authority and effectiveness of the NPT , undermining the efforts of upholding the international nuclear non-proliferation regime. Luo noted that the report systematically reviewed the historical context of Japan’s attempts to revise the three non-nuclear principles and its recent negative developments. It analyzed, based on publicly available data, Japan’s advanced nuclear industry capabilities and its capacity to develop nuclear weapons, as well as the long-standing fact that Japan has been producing and stockpiling sensitive nuclear materials far exceeding the needs for civilian nuclear energy. The report highlighted that the nuclear ambitions of Japan’s right-wing forces challenge the post-war international order, undermine the authority of the Treaty on the Non-Proliferation of Nuclear Weapons, and escalate regional nuclear risks. These dangerous developments warrant high vigilance from the international community.
The report puts forward 10 recommendations:
Urge the Japanese Prime Minister to immediately clarify her erroneous remarks;
Call on the Japanese governments to abide by the three non-nuclear principles;
Urge Japan to strictly fulfill its non-proliferation obligations, address the imbalance of the plutonium stockpiles;
Call on the Japanese people with vision to restrain the government from dangerous moves;
Call on the 2026 NPT Review Conference to carefully consider this matter;
Call on the IAEA to strengthen the safeguard on Japan’s nuclear material and activities;
Call on relevant country to contain Japan’s nuclear ambition, abandon its extended deterrence to Japan;
Call on relevant countries to ensure their civil nuclear cooperation to remain exclusively for peaceful purposes;
Encourage heads of UN and other international organizations to express their clear stance to firmly defend the post-war international order;
Encourage the international academic community to strengthen research in this regard, providing intellectual supports to maintain international non-proliferation regime.
