From October 28 to 29, 2025, the China Arms Control and Disarmament Association and the Centre for Humanitarian Dialogue hosted the fourth plenary meeting of the "China-Europe Dialogue on Maintaining Global Strategic Stability" in Berlin, Germany. Mr. Dai Huaicheng, Secretary General of the CACDA attended the meeting and delivered remarks. More than 20 Chinese and European experts and scholars from Peking University, National Defense University, Fudan University, as well as the Stockholm International Peace Research Institute, the Vienna Center for Disarmament and Non-Proliferation, the World Institute for Nuclear Security, the International School on Disarmament and Research on Conflicts, the Royal United Services Institute, the Fondation pour la Recherche Stratégique, the International School on Disarmament and Research on Conflicts (Italy), the Norwegian Institute for Defence Studies, the University of Glasgow, the University of Hamburg, and RAND Europe, among other institutions, attended the meeting. Diplomats from the United Kingdom, France, Germany, the Netherlands, and other countries attended as observers.
The meeting conducted in-depth discussions on topics including the global strategic stability situation in 2025, nuclear dynamics in 2026, managing the arms race and reviving arms control, and the process of the Eleventh Review Conference of the NPT.
