ⅲ.To adhere to the "Non-Proliferation Treaty" (NPT) and ensure its just implementation by avoiding double standards
This is one of the important measures to improve the nuclear transparency. For those countries which have signed the NPT (the nuclear non-proliferation treaty), the international community should treat them equally, and prevent uneven standard to different countries as far as possible. To achieve this, it requires strict accordance with the treaty and the additional protocols when dealing with the occurring problems or doing assessment and management works. Neither should not be a man-made disparity or difference before the treaty for all countries nor should unilateral suspicion be taken as the basis of policy making. For those countries which haven’t signed or have withdrew from the NPT (nuclear non-proliferation treaty), proper measures are required so that they can be restrained and pay some price or make some promises. Therefore, arbitrariness endangering the global nuclear balance and nuclear safety of in this realm are prevented.
Ⅴ.Conclusion
The present situation of global nuclear transparency is not satisfactory for many reasons, among which the orientation of national security interests is a key factor. The basic reason for many nuclear-armed states keeping nuclear weapons, and taking different countermeasure on the nuclear transparency, is that they want to make the most advantage of nuclear deterrence to avoid possible nuclear hazard as far as possible, and to safeguard national security interests. Therefore, it is vital to build the international environment and atmosphere in which deterrent function can be reduced gradually. Nuclear transparency, trust and security affect each other in a reciprocal causal logic. To achieve the virtuous cycle of nuclear transparency, trust and security, it may require the efforts of several generations.
